The library was founded as soon as the college was established in 1976-1977 in Shwetaung State High School, Shwetaung. At that time, there was no appointed library staff. The teachers from various Departments took a duty alternatively to run the library work until 1986. In 1986 library could be run with the help of four staff.

Collection
Pyay University library’s collection includes educational books related to teaching departments and also collects fiction, nonfiction, religious, other knowledgeable books and reference books. The library holds over 35 thousand volumes in English and Myanmar. In addition, Library has Theses, Project papers and Old questions of the Pyay University and Research journals from other Universities.
Pyay University collects periodicals in Myanmar and English. There are Journals, Myanmar and English Magazines. And the library also holds Myanmar Alinn daily newspaper, The Mirror daily newspaper and the Global News Lights of Myanmar.
